e-Citizen Platform
Our Vision
A digitally empowered Ligao City where every citizen has transparent, direct access to government services — and every public official is accountable to the community they serve.
Report public concerns straight to the Ligao City office that handles them. Follow every step until it is fixed, ask the AI Chat assistant, and keep reporting even without signal — the app sends your report when you are back online.

All of Ligao City
One app that links Ligao City residents with 10 city offices and the Mayor's Office — so every concern reaches the people who can fix it, and you can see what they are doing about it.
Report potholes, illegal dumping, flooding, welfare cases and more from your phone — with photos, your GPS location, and a few short questions that tell the office what it needs to know.
Follow every report from submission to resolution. See which office has it, who is responding, what they have done, and chat with them directly.
Ask about city services, requirements from the Citizen's Charter, or your own reports — and get an answer in English, Filipino or Ligao Bikol. Powered by Google Gemini.
"Transparent, responsive and accessible service for every Ligao City resident. Every report matters, and every resolution counts."

A digital initiative to make civic engagement simple, fast and transparent for every Ligao City resident.
The guiding principles behind the e-Citizen platform and the city it serves.
e-Citizen Platform
A digitally empowered Ligao City where every citizen has transparent, direct access to government services — and every public official is accountable to the community they serve.
e-Citizen Platform
To provide a secure, inclusive, and responsive digital reporting platform that connects Ligao City residents with local government agencies — enabling efficient report filing, real-time status tracking, and multi-agency coordination for the public good.
Ligao City Government
A progressive, peaceful, and self-reliant city where every Ligaoeño enjoys a high quality of life through sustainable development, good governance, and inclusive community participation.
Ligao City Government
To deliver efficient, transparent, and equitable governance that upholds citizen rights, promotes inclusive economic growth, protects the environment, and fosters a safe, healthy, and vibrant community for all Ligaoeños.
e-Citizen was created to close the gap between Ligao City residents and the local government offices responsible for public services. Too often, citizen concerns get lost in paperwork and phone calls — leaving communities underserved and offices uninformed.
By putting reporting and response in one app, every concern reaches the right office and every citizen can follow it until it is resolved. Transparency builds trust. Trust builds community.
Ligao City, in the heart of Albay in Bicol, has communities from the city center to upland barangays. e-Citizen is designed for them — from road damage in the city to welfare concerns in the barangays — and speaks English, Filipino and Ligao's own Bikol.
e-Citizen was developed by students Mark Kemuel Repeso, Carlo Jay Boni and Christopher Resgonio, in partnership with Ligao City Hall.

From concern to resolution in 6 steps — here is exactly what happens after you tap Send.
Download the Android app from this site and create a free account with your email or Google. Verify your ID once so offices know reports come from real residents.
Pick a category, answer a few short questions, add photos (checked for blur and darkness) and confirm your location. Words like "fire" or "injury" mark it urgent.
The report goes straight to the office for its category — Engineering for roads, CDRRMO for floods, CSWDO for welfare. If no office fits, the Mayor's Office routes it.
The office's admin reviews your report, verifies it (or explains why not) and names the responders who will handle it. You are notified at each step.
Responders update the status, log what they did, and chat with you in the app. When a case needs more than one office, a partner office can join it.
When the work is done you get the resolution notes, and you rate how the office handled it. Your rating goes to that office.
Each report goes to the office for its category, so you never have to figure out which office to contact. Each office sees only the reports sent to it.
Oversees the platform: sees every report's status, routes reports that fit no category or reached the wrong office, and manages offices and staff accounts.
Road defects, infrastructure damage, drainage, streetlights, bridges and construction hazards.
Disaster risk and emergency response — floods, typhoon damage, landslides, evacuations and rescue.
City Environment & Natural Resources — garbage, illegal dumping, pollution and illegal tree-cutting.
Public-health risks, sanitation, disease outbreaks and medical concerns in the community.
Welfare cases, abuse and neglect, children, senior citizens, persons with disability and families in crisis.
Crime, theft, violence and other peace-and-order incidents that need police response.
Fires, gas leaks, electrical and other fire hazards, and fire safety inspections.
Crop pests and disease, livestock, irrigation and other farm-related concerns.
Stray animals, animal bites, rabies and livestock disease. Anti-rabies vaccination is free at the City Veterinarian's Office.
Tourism concerns, visitor assistance, destinations and events.
You don't need to know which office handles your concern. Pick the closest category — reports that fit none, or reach the wrong office, go to the Mayor's Office, which sends them to the right one.
See how routing worksBuilt so that a report is clear when it arrives, reaches the right people, and keeps citizens' data private.
Before you send, each photo is checked for blur and darkness with a sharpness and brightness measure, so offices get photos they can use.
Your location is filled in from the phone's GPS. You can adjust it and pick your barangay from all 55.
Fire, crime, disaster, health, infrastructure, social welfare, environment and agriculture — each with a few short questions the office needs answered.
The app suggests a category from the words you type — a keyword match, so you can always change it.
Words like "accident", "fire", "flood", "collapse" or "injury" — in English, Filipino or Bikol — mark a report urgent for the office handling it.
No signal in an upland barangay? Your report is saved on the phone and sends itself once you are back online. Emergency numbers work without internet.
Pending → Verified → Assigned → In Progress → Resolved, plus Under Review, Awaiting Coordination and Referred when a case needs them. Every change is time-stamped.
Chat with the office handling your report, with photos, right inside the report.
When a case needs another office, the handling office brings it in as a partner. Both log their actions, and you see the updates meant for you.
You are told when your report is verified, assigned, updated or resolved, and when the office sends a message.
After a report is resolved, rate how the office handled it from 1 to 5 stars. Ratings show up in the office's dashboard.
City offices work from a web portal: reports on a map, response times, analytics and exports — each office seeing only its own cases.
Answers questions about the app, your reports and city services. Powered by Google Gemini; it says so in the app, and it only answers e-Citizen and Ligao City questions.
Requirements, fees and processing times for city services, taken from Ligao City's Citizen's Charter.
Switch the whole app between English, Filipino and Ligao Bikol at any time.
Take a photo of a valid ID. Text recognition on the phone reads it to help fill in your details, then city staff confirm the ID.
Citizens see only their own reports. Each office sees only reports sent to it, and responders only the ones assigned to them. Photos and IDs are stored privately (RA 10173).
The app follows your phone's theme or lets you choose, and new users get a short guided introduction and a Help & FAQ screen.
